RECOGNITION/MANAGEMENT RIGHTS. 1.1 The City agrees to recognize the Bargaining Unit as the bargaining agent for all full-time supervisory personnel of the Green Bay Police Department having powers of arrest and employed by the City. Such supervisory personnel shall include those persons with the rank of Lieutenant in the matter of wages, hours and working conditions. Supervisory job duties, in all cases except emergency, shall be assigned only to members of the Supervisory unit.
