RECOGNITION, NO LOCKOUT, DUES DEDUCTION. Section 1. The City recognizes the Union as the exclusive bargaining agent for the purpose of negotiating wages, hours and other terms and conditions of employment for all Public Service Department Employees (Streets Division; Facilities Division; VMC Division; and the Sign Shop Division only if applicable) and Parks, Recreation and Cultural Arts Department Employees (Parks Division), but excluding all office clerical employees, confidential employees, technical employees, survey employees and drafters, building inspectors, seasonal and casual employees, and all foremen, supervisors and superintendents. The coverage of this contract shall be limited to the employees included within the bargaining unit described above.
