Regular Assignment. Upon the effective date of this Agreement, any permanent 21 employee desiring to bid to another work location, either in his/her present district or 22 another district, shall file a written request with his/her Captain and if it is a work location in 23 another district, a copy to the Captain of that district. Such requests must be received on 24 an annual basis if the transfer is still desired. The renewal period will start on July 1st for 25 the following year, and expire thirty (30) days thereafter. When a permanent vacancy 26 occurs, the most senior employee of those requesting the work location during the most 27 recent annual renewal period will be first considered for such vacancy. If no employee has 28 applied for that work location during the most recent renewal period, the most senior 1 employee applying prior to the day the vacancy occurs will be given first consideration. In 2 the event that the most senior employee is not selected in the above instances, he/she, 3 upon request, shall be given a written statement listing the reasons why he/she was not
