Relevant Qualifications. The ESA Team provides an extensive resume of relevant projects that demonstrate our qualifications to evaluate the environmental impacts and alternatives for the proposed project, pursuant to the California Environmental Quality Act (CEQA) and Marin County EIR Guidelines. Our experience completing three certified EIRs in the County in the past few years (including the Marin General Hospital Replacement Project EIR for which the County is a Responsible Agency) makes us particularly well qualified. The following pages provide detailed descriptions of four recent projects that are directly relevant to the proposed Marinwood Plaza project. We chose these particular projects to highlight because they contain issues directly applicable to the proposed Project, including potential impacts to key resource areas (traffic, hazardous materials and health and safety, and air quality), a high level of public interest and participation in the CEQA process, and our expertise with Marin County’s unique EIR process. These descriptions showcase agreements with other agencies and provide client reference information, contract value, duration, and an overview of services provided, including schedule and budget performance and key issues. In Table 6-1, Relevant Experience, we provide a list of further qualifications and pertinent environmental documents written by the ESA Team and make a clear association between those documents and key personnel on our proposed Team. Except where noted, each personnel listed is proposed to provide the same role/analysis topic as proposed for the Marinwood Plaza project in Section 4, Staffing. The types of projects selected to showcase below are varied but are identified because of some similarity in physical setting, environmental issues, project type, public interest, CEQA approach, or location relative to the Marinwood Plaza project. Practicality allows us to present only a sample of our work that that directly contributes to the ESA Team’s qualifications for the proposed project.
