Representation and Bargaining Unit. The City recognizes the Union, its designated agents and representatives, its successors and/or assigns, as the sole and exclusive collective bargaining agent for all full-time employees covered by the classi- fications in the salary tables of this Agreement. Excluding super- visors, office clerical workers, probationary employees, seasonal employees, part-time employees, and all other employees of the City.

The City agrees not to subcontract out bargaining unit work for permanent replacements. The preceding sentence shall not be construed as prohibiting the hiring of temporary support help to fill temporary absences in the bargaining unit.
