Retention Strategy. Offerors shall describe their strategy for the retention of contract personnel during the execution of the contract to ensure the continued staffing of the skill sets required for long-term mission success. This does not relate to addressing retaining incumbent personnel during transition.   • Staff Development As part of their induction, new staff will be made aware of this policy and will be asked to ensure compliance with its procedures at all times.
