RIF/Layoff Procedures. Layoff shall be by seniority as defined by this agreement. Seniority is defined as total certificated teaching experience accrued at any PreK-12 public school, including experience outside of the state of Washington. RIF’s shall take place only after the following occurs: 1. All retire, rehire employees are non-renewed.
