Right of First Refusal for Park Use Permits/Business Licences. 5.11.1 If a non-Inuk or non-Inuit firm applies for a park use permit or business licence to carry on a business in a Territorial Park for which a quota has been established, the GN shall, in accordance with the procedure set out in Schedule 5-2, give the Relevant RIA or its designate a right of first refusal to acquire a park use permit or business licence to carry on a business that is substantially similar to that described in the non- Inuit application.
