Nothing contained in this Agreement shall be construed to limit, impair or affect the right of any employee or his representative of an employee to the expression or communication of a view, grievance, complaint or opinion on any the matter related to the conditions or compensation of public employment of their betterment, so long as such action the same is not designed to and does not interfere with the full, faithful and proper performance of the duties of employment as prescribed in this Agreement or circumvent the rights of the exclusive representative.
