Schedule of Hours at Institutions. Youth Transition Center & Juvenile Detention Facility located at Kearny Mesa and East Mesa Juvenile Detention Facility Shift Preference‌ A. Scheduling of hours of work at institutional facilities, Juvenile, are determined on the basis of service delivery needs, location and staffing allocations. Any change from current practice will be for good cause and the department will meet and confer with the Association prior to effecting any change. Youth Transition Center Detention Facility and East Mesa Juvenile Detention Facility are separate and distinct facilities.
