Scope and Responsibility. The program encompasses the evaluation of all qualified Service officers who apply for reassignment or promotion to pilot positions except current Border Patrol pilots. The Chief Pilot, assigned to the Office of the Assistant Commissioner, Border Patrol, in the Central Office (Duty Post: Air Operations Facility (EFO), El Paso, Texas) has primary responsibility for implementing the program.
