Section 17.3. Agreement shall be reopened as necessary to consider the impact of any legislation enacted which 31 occurs following execution of this Agreement. Either party may demand the contract be reopened 32 when legislation enacted affects the terms and conditions herein or creates authority to alter personnel 33 practices in public employment.
