Section 2.2. 39 The right to make reasonable rules and regulations shall be considered acknowledged functions of the 40 District. In making rules and regulations relating to personnel policies, procedures and practices, and matters 41 of working conditions, the District shall give due regard and consideration to the rights of the Association and 42 the employees and to the obligations imposed by this Agreement. 43 44 45 46 3 4 5 Section 3.1. 6 It is agreed that all employees subject to this Agreement shall have and shall be protected in the exercise of 7 the right, freely and without fear of penalty or reprisal, to join and assist the Association. The freedom of 8 such employees to assist the Association shall be recognized as extending to participation in the management 9 of the Association, including presentation of the views of the Association to the Board of Directors of the 10 District or any other governmental body, group, or individual. The District and PSE shall take whatever 11 action required or refrain from such action in order to assure employees that no interference, restraint, 12 coercion, or discrimination is allowed within the district to encourage or discourage membership in any 13 employee organization.
