Section 4.7. 6 Representatives of the Union, upon making their presence and purpose known to the District, shall 7 have access to the District premise during business hours; provided, however, that no conferences or 8 meetings between employees and Union representatives will in any way hamper or obstruct the normal 9 flow of work and normal operation of the District.
