Section 9.6.1. 22 Current bargaining unit applicants will be given full consideration regarding all of their 24 outside the bargaining unit. A person hired from outside the bargaining unit must have ability and 25 performance substantially greater than those bargaining unit individuals who have bid on an open 26 position.
