The SELECTION clause defines the process or criteria by which certain items, individuals, or options are chosen within the context of an agreement or procedure. In practice, this clause may specify who has the authority to make selections, outline the methods or standards to be used, or set deadlines for making choices. Its core function is to ensure a clear, fair, and consistent approach to selection, thereby reducing ambiguity and potential disputes over how decisions are made.
SELEC- TION. (a) The department shall place the projects on a list in descending rank order according to the final project score. The department shall use the ranked list and available budget in accor- dance with the following procedure to allocate grant funds. (b) The department shall identify for funding the highest ranked project in each department region to assure that projects are distributed evenly around the state. (c) After identifying the highest ranked project in each depart- ment region, the department shall identify additional projects for funding on a statewide basis in accordance with the amount of funds available. The additional projects shall be identified by starting with the highest ranked project based on total project score and proceeding down the ranked list until available project funds have been allocated. The department shall identify these additional projects based on score only, without regard to state- wide distribution. (d) The department shall notify the land and water conserva- tion board of project scores and ranks no later than September 1 of each year. The department shall also notify the land and water conservation board of the projects that it has identified and pro- poses to select for funding in the following calendar year. (e) Before November 1 of each year, the department shall select projects for funding under this chapter based on the final project scores and input from the land and water conservation board. (f) After selecting projects for funding, the department shall notify applicants in writing of its intent to prepare grant docu- ments for the selected projects. The department shall inform applicants if the location of the project indicates measures may be needed to address potential negative impacts of the project on nav- igable waters, endangered, threatened or wetland resources, his- toric properties or historic places.

The department shall use the statewide ranked list, available budget and funding considerations in sub. (2) to select projects for funding. (c) Before November 1, the department shall select projects, based on the final project scores, for funding under this chapter for the following calendar year. (d) After selecting projects for funding, the department shall notify applicants in writing of its intent to prepare grant docu- ments for the selected projects.
