SERVICES TO BE PROVIDED BY THE ENGINEER. The scope of services shall include the preparation of a contract time determination schedule and comparison of the Contractor’s progress schedule, monthly schedule reviews and analysis, review time impact analysis, investigate and analyze Contractor progress schedules between adjacent construction contracts, if any, monitor and document construction progress in a manner approved by the State’s Area Engineer and District Construction Office Personnel, identify, track, and assist in the resolution of construction scheduling issues or conflicts. The Engineer shall perform the contract time determination during the development of Plans, Specifications, and Estimates (PS&E) or during construction, or both, as requested by the State. The Engineer shall review contract documentation to assist with delay claims and inefficiencies. The Engineer shall monitor, review and report to the State, construction contract schedule compliance with the construction contract scheduling specifications. The Engineer shall review and provide written summary progress reports stating acceptability or unacceptability of the schedules within the time frame as determined by the special provision, or the State’s Area Engineer. The Engineer shall attend meetings with the Contractor and the State’s Area Engineer staff. The Engineer shall visit the project site monthly to verify construction progress. The Engineer or designated person must be familiar with all Critical Path Method (CPM) Specifications and Primavera scheduling software. Additionally, the State may request the Engineer provide training opportunities in the area of claims analysis and construction scheduling.
