Geotechnical Design. Conduct a geotechnical investigation and develop parameters to support design of the proposed improvements. Work will include completing a subsurface exploration program, laboratory testing, field reconnaissance, pavement visual survey, and geotechnical engineering analysis, design and reporting. A geotechnical report will include a summary of geologic and seismic hazards, site and subsurface conditions, design parameters, and construction recommendations for the improvements listed below. Geotechnical recommendations will be based on the latest ODOT design practices, Oregon Structural Specialty code recommendations, and design inputs recommended by Tillamook County. Design elements include the following: ▪ Cape Kiwanda Parking Lot improvements including a new restroom foundation, pavement, sanitary pump station, utility trenching, sign support footings, civil overlook planned to accommodate sand aggradation degradation, and a retaining wall along Cape Kiwanda Drive. ▪ Methods of maintaining pavement operation at the intersection of Cape Kiwanda Drive, Sunset Drive and Pacific Avenue during seismic events. ▪ Vault toilet excavation and foundation. The geotechnical and pavement investigation shall include the following: ▪ Review readily available maintenance records, as-built drawings, geotechnical reports, pavement design reports, or other relevant documentation relating to the proposed alignment. ▪ Conduct a visual distress survey of the existing pavement, including logging the type, severity, and extent of existing distresses. ▪ ▇▇▇▇ ▇▇▇▇▇▇ locations in the field and coordinate underground utility locating at the boring locations. ▪ Prepare traffic control plans and obtain right-of-way permits from the County. Provide traffic control per the approved traffic control plans during the field exploration work. ▪ Conduct subsurface exploration along project alignment, including: ▪ Up to four (4) geoprobe explorations in the parking area and restroom areas up to a depth of 40 feet below ground surface (bgs). ▪ Complete one (1) geoprobe exploration at the pump station location. Geotechnical Design. AECOM will develop a geotechnical report for the preliminary design. The geotechnical report will include or provide the following:  Description of the geotechnical investigation and subsurface conditions  Results from the sub-surface investigation (boring logs and laboratory test results)  Recommendations for bearing pressures  Dewatering and water control recommendations  Recommendation if the existing soils can be re-used  Provide reference to the appropriate City specifications for subgrade, bedding, and backfill  Provide reference to the appropriate City specifications for pavement For trenches and excavations where AECOM collected sub-surface data, the report sections will be completed following the below guidelines:  We assume excavations will be sloped/benched or shored (like trench boxes)  We will not perform any slope stability analyses for optimizing excavation slopes  We will provide OSHA soil classifications for sloping/benching design  We will provide lateral earth pressures for shoring design

Geotechnical Design. The Consultant shall conduct an investigation of sub-surface conditions of sufficient scope to permit determination of general soil characteristics and depth to bedrock as a basis for. the proper design of roadway and highway structures. In order to properly make the determination of underground conditions, the Consultant. Shall submit to the Engineer for approval a proposed program of borings, test pits, plate bearing tests or other. Field or laboratory tests, along with an estimated cost for performing such work. The Engineer may limit, reduce or extend the sub-surface investigation program proposed by the Consultant, or the Engineer may specify in detail the type, extent and details of sub surface investigations that are to be conducted by MassDOT forces or by such other means as the Engineer may determine. In any case, the Consultant shall lay out the work in detail and prepare necessary plans and contract documents for the approved work. The Environmental Services Division shall be consulted for a determination of environmental permitting requirements for the sub-surface investigations. The Consultant shall be responsible for the preparation of any environmental permit applications required for the sub surface tests. Reimbursement for such work, as may be performed by the Consultant, shall be made in accordance with the relevant provisions of Division I. If the Engineer requires the Consultant to subcontract field tests, the Consultant shall follow the requirements Division I Section 5.03d. All special laboratory tests requiring extra payment require the Engineer's prior approval. MassDOT shall reimburse the Consultant for the work in accordance with the relevant provisions of Division I. Field inspectors shall be furnished by the Consultant only if MassDOT inspectors are not available and only after written authorization is granted by the Engineer as to the number of inspectors to be provided. The Consultant shall be responsible for properly identifying, describing and classifying soil and rock encountered in sub-surface investigations pursuant to the standard of care. The Consultant shall visually and manually examine all soil samples and rock cores and shall certify in writing to the Engineer, when, where and who examined such soil samples. Geotechnical Design. Upon completion of the subsurface exploration, a geologic model will be developed including various cross-sections to be used in slope stability analysis. Various mitigation options will be evaluated in addition to performing a risk evaluation of the landslide. ▇▇▇▇▇ will work with the project team during this process to understand the project constraints and strategies for construction. ENGEO plans to utilize Rocscience Slide and Plaxis finite element modeling software for slope stability modeling. Many iterations of modeling will be performed including calibrating the model by simulating the existing landslide failure. Multiple mitigation options will be modeled, and multiple modeling runs will be performed to check the sensitivity of input parameters. The modeling results will be discussed with the project team to make refinements in the mitigation approach. ENGEO will support the project team in meetings, strategies, refining geotechnical parameters, and reviewing plans through the 65% and 100% designs. This may include refining the structural fix design, retaining wall design, landslide mitigation, and cut slope design. ENGEO will provide technical memorandums as needed to support design refinements and summarize revised recommendations in a geotechnical report for final design. It is anticipated that no additional exploration will be required to support the final design. During this phase, we anticipate making up to two visits to collect inclinometer and piezometer readings.
