Statements of Principle. The County and the Union jointly recognize that the use of drugs and alcohol, whether on or off the job or for so-called “recreational” purposes or otherwise, which adversely affects job performance, constitutes a serious threat to the health and safety of the public, to the safety of fellow officers, and to efficient operation of the Office.
