Submission of Grievance Information. Upon appointment of the arbitrator, the appealing party and school board or its designee shall forward to the arbitrator and the other party the submission of the grievance which shall include the following: (1) The issue involved (2) Statement of the facts (3) Position of the grievant (4) Position of the school board (5) The written documents relating to Article IX, Section 5 of the grievance procedure
