Substance Abuse Program. 9.1 The City and the Union recognize that employee substance and alcohol abuse may have an adverse impact on City government, the image of City employees, and the general health, welfare and safety of the employees and the general public at large. Therefore, the parties agree that the Drug and Alcohol-Free workplace policy shall be adhered to by all members of the bargaining unit. 9.2 It is understood and agreed that the tests conducted under this Article shall be administered in a purely employment context only as part of the City’s legitimate inquiry into the use of any controlled substance, narcotic, drug or alcohol by its employees. 9.3 All tests shall be conducted in medical laboratories using recognized technologies. In the event an employee’s test is positive, a second test shall be conducted to verify the results. These briefings will cover all aspects of the Policy and employees will be given the opportunity to ask any questions they may have concerning the Policy. All employees covered by this agreement shall be given copies of the Drug and Alcohol-Free Workplace Policy.
