SUBSTANCE ABUSE TESTING AND ASSISTANCE PROGRAM. The parties recognize the problems created by drug and alcohol abuse and the need to develop prevention and treatment programs. All companies signatory to this Agreement and the signatory Unions have a commitment to protect people and property, and to provide a safe working environment. The purpose of the program is to establish and maintain a drug free, alcohol free, safe, healthy work environment for all employees. The Construction Trades Substance Abuse Testing & Assistance Program, the full terms and conditions of which are hereby incorporated into this Section by this reference, details the program to which all companies and the Union’s signatory to this Agreement endorse and agree to abide by. The Employers hereby agree to pre-fund the costs of the testing pursuant to the Construction Trades Substance Abuse Testing & Assistance Program through a cents-per- hour contribution, as determined by the Drug Testing Committee and to pay the sum established for such program.
