Supervision Requirement. PROVIDER shall have an organized field supervision program (e.g., field training officers, field supervisors) to include a formal evaluation of field staff at least annually. There must be sufficient numbers of supervisory personnel to provide effective field evaluation and job supervision. Supervisory personnel must attend regular meetings with the EMS Administration as required. PROVIDER shall provide, at a minimum, one (1) Field Supervisor on duty and available in Multnomah County 24-hours-a-day. This person must be immediately available and in the field during the peak-load periods of the SSP, and immediately available to the field during all other hours. The Field Supervisors must be dedicated solely to the Multnomah County ASA and act as a liaison to the County and related public-safety agencies. It is required that at a minimum, 50 percent of a Field Supervisor’s time will be spent in the field. A Field Training Officer (FTO) program is also required. The program is to be overseen by a management level Training Officer. This full-time position, dedicated to Multnomah County, must have overall responsibility for operational and clinical training and education. Overall EMS system medical control and EMS Provider medical supervision will remain with the County EMS Medical Director.
