Surprise Bar. For continuing contract employees any item on the Evaluation Form that is marked with a "Needs Improvement" or "Unsatisfactory" must have been preceded by a written or oral notice of the problem, specific suggestions for improvement, and reasonable time and opportunity for improvement.
