SWAT Lieutenants. In circumstances where the Chief of Police personally determines that a member could not effectively perform the requested assignment because of a sustained finding of untruthfulness as reflected in the file kept pursuant to Section 10.10(L), the Chief of Police reserves the right to disapprove the assignment of a member in all of the areas set out in Section 11.1(l)(1), above, and in the following areas:
