System Upgrade Facilities. The Developer shall design, procure, construct, install, and where applicable, remove the System Upgrade Facilities described in Appendix A hereto. The Developer shall be responsible for costs related to System Upgrade Facilities, except as provided for in section 5.2(11). The Connecting Transmission Owner shall own the System Upgrade Facilities, described in Appendix A.
