Permit the ratio (expressed as a percentage) of Debt of the Borrower to Total Capital to exceed on any Covenant Compliance Date (A) from December 31, 2004 through September 31, 2007, 90%, (B) from December 31, 2007 through September 30, 2008, 75%, (C) from December 31, 2008 through June 30, 2009, 70%, and (D) thereafter, 65%.
