Training & Development. The Contractor shall provide personnel with Oracle applications DBA and EBS experience to develop and deploy training courseware and materials to GCSS-MC training locations. The GCSS-MC/LCM Increment 1 Enterprise Training encompasses training materials housed at the Marine Corps TECOM FLCs, the Marine Expeditionary Force (MEF) Materiel Readiness Centers (MRTC), and the DISA Global Content Delivery System (GCDS). The FLC training materials consist of supply, maintenance, and finance military occupational specialty entry-level and career-level courseware. The MRTC training materials support MEF supply, maintenance, and financial supply and maintenance sustainment training activities. Currently, the MTS is the designated GCSS-MC/LCM Increment 1 training device. In the event the MTS is replaced with a new training device, the Contractor shall become familiar with the new GCSS-MC/LCM training device. The Contractor shall follow all CM and release management requirements for training material and systems. This includes managing training material items as configuration items, ensuring creation of end-user interim training materials, incorporation into courseware, and retirement of outdated items. The Contractor shall maintain the versioning, consistency, and accuracy of training courseware across the training environments, including MarineNet, DISA GCDS, and the MTS. The Contractor shall conduct user training needs analysis and associated tasks for approved system changes, including functional and technical modifications, system test events, and operations and sustainment. The Contractor shall recommend effective training methods and training delivery to address system changes. The Contractor shall evaluate proposed change(s)/update(s) to ensure the solution adheres to DoD/Department of the Navy (DON) human engineering criteria for design and development and ensure Human Systems Integration (HSI) impacts are identified and mitigated. The Contractor shall analyze KBs to determine potential training gaps and recommend updates to ensure KBs are developed in accordance with approved training curriculum. The Contractor shall develop the training curriculum, including Courses of Instruction (COI) and lesson plans using established design templates and Government- approved media and delivery methods. The Contractor shall identify, revise, and deliver training material updates (CDRL F001) based on software patch set updates to ensure all training materials are aligned to the current production system baseline. This includes Instructor/UPK products, student guides, instructor guides, and job aids. The Contractor shall ensure all training materials are in compliance with all Marine Corps and Navy training standards and policies. The Contractor shall update the GCSS-MC/LCM Increment 1 training curriculum in support of formal school use and conversion of GCSS-MC training materials using the approved Marine Corps curriculum standards: the Systems Approach to Training (SAT) methodology and the SCORM format. The Contractor shall use PMO-approved storyboards and design templates and ensure all delivered training media is based on approved scenarios using a variety of content and delivery methods, including text, still graphics, movies, animations, music, voice-over narrations, databases, Oracle UPKs, Shockwave content, PowerPoint, and Adobe products such as Captivate. The Contractor shall provide the Government full access to review and test training materials prior to acceptance. NOTE: Oracle support for UPK is scheduled to end in April 2019. A new software will replace UPK but that replacement has not yet been determined. Once the new software is named, existing UPKs will need to be upgraded using the new software whenever a change is required to the existing UPK training packet. Upon approval and acceptance by the Government, the Contractor shall deliver a quarterly update of curriculum material, eDesktop, and associated documentation for publication to the appropriate environment, including MarineNet, DISA/GCDS, MTS, and any new training environment the Government identifies. This material includes UPKs, videos, and quick reference guides. The Contractor shall provide MarineNet and MTS deliverables in the proper format and upload materials to the DISA/GCDS. Additionally, the Contractor shall be prepared to provide the training device deliverables in the proper format and upload materials to the DISA/GCDS, if required. The Contractor shall maintain access and control of the training media library.
