Tuition Reimbursement Program. Each bargaining unit member shall be eligible, upon approval of the Sheriff, for a reimbursement of all tuition costs in courses of instruction voluntarily undertaken or required of him, provided the courses are work related. Work related courses may include courses on communication (e.g., Spanish, English, speech), criminal justice, sociology, social science and/or psychology. Any member requesting tuition reimbursement to attend an educational institution must submit to the Sheriff the following for approval: A. A letter stating the name of the institution to be attended; B. The length and time of the class or course; C. The subject matter of the class or course and how it is related to the member's job description; and D. The cost of the class or course. This letter is to be sent to the Sheriff at least thirty (30) days in advance of the beginning date of the class or course. If the Sheriff approves such attendance, a letter of approval shall be provided as soon as possible. Every attempt should be made to obtain outside funding before seeking reimbursement from the office. Only educational courses that directly benefit the member in his or her Office duties will be taken under consideration by the Sheriff. Reimbursement is limited to a maximum of one hundred seventy-five dollars ($175.00) per quarter hour or two hundred fifty dollars ($250.00) per semester hour up to a maximum of three thousand dollars ($3,000.00) per calendar year. Upon completion of the approved course by the member, a letter of verification from the institution shall be necessary to show successful completion of said course. Successful completion shall require a grade of pass (pass/fail courses), 2.00 or higher, or "C" or better. If a member’s employment with the Sheriff’s Office terminates, unless from death or forced resignation as a consequence of disability, the member shall reimburse the Sheriff’s Office for any tuition reimbursement received through this Article for a period of twenty-four (24) months prior to the date of termination. Failure to promptly reimburse the Sheriff’s Office will result in legal action for recovery.

Tuition Reimbursement Program. Each bargaining unit member full-time officer who is subject to the provisions of this Agreement shall be eligible, upon approval of the Sheriff, eligible for a reimbursement of all tuition costs in courses of instruction voluntarily undertaken or required of him, provided the courses are work related. Work related courses may include courses on communication (e.g., Spanish, English, speech), criminal justice, sociology, social science and/or psychology. Any member requesting tuition reimbursement to attend an educational institution must submit by each officer and subject to the Sheriff the following for approvalconditions:
A. A letter stating All courses must be job related or required to earn a law enforcement related degree as approved by the name Personnel Committee. All courses must be taken during non-scheduled working hours. All scheduled hours for courses of instruction must be filed with the officer's immediate supervisor and with the Safety Director's office. All scheduled times of courses must be approved by the Safety Director. Any situation, which in the discretion of the institution to be attended;Safety Director, would require a members presence on the job shall take complete and final precedence over any times scheduled for courses.
B. The length Any financial assistance from any governmental or private agency available to an officer, whether or not applied for and time regardless of when such assistance may have been received shall be deducted in the class or course;entire amount from the full tuition reimbursement the officer is eligible for under this Section.
C. The subject matter Officers eligible for reimbursement shall notify the Safety Director’s office by April 1 of each year if they intend to seek reimbursement in the class or course and how it is related following year. Applications for reimbursement of courses must be made to the memberSafety Director's job description; and
D. The cost of the class or course. This letter is to be sent to the Sheriff at least office not more than thirty (30) days in advance or less than ten (10) days prior to enrollment.
D. No reimbursement will be granted for books, papers, supplies of whatever nature, transportation, meals or any other expense connected with any course except the cost of tuition.
E. Reimbursement for tuition will be made when the officer presents an official certificate or its equivalent and a receipt of payment from the institution confirming satisfactory completion of the beginning date of the class or approved course. If the Sheriff approves such attendance, a letter of approval shall be provided as soon as possible. Every attempt should be made to obtain outside funding before seeking reimbursement from the office. Only educational courses that directly benefit the member in his or her Office duties .
F. The City will be taken under consideration by the Sheriff. Reimbursement is limited to a maximum of one hundred seventy-five dollars ($175.00) per quarter hour or pay two hundred and fifty dollars ($250.00) per semester credit hour up to a maximum of three thousand dollars ($3,000.003000.00) per calendar year, per officer, if the officer has:
1. Upon completion of the approved course by the member, a letter of verification from the institution shall be necessary to show successful completion of said course. Successful completion shall require a A grade of pass (pass/fail courses), 2.00 or higher, or "C" or better;
2. If A passing grade in a member’s pass/fail course;
3. In a "Test Out" course either number 1 or number 2 shall apply.
G. After receiving tuition reimbursement, Employees will be expected to repay the City in the following manner if they voluntarily leave the employment with of the Sheriff’s Office terminates, unless from death or forced resignation as City. Persons working on a consequence of disability, the member shall Post Graduate/Masters Degree will reimburse the Sheriff’s Office for any tuition reimbursement received through this Article for City if they leave within three (3) years after receiving reimbursement. Persons working on a period of twenty-four (24) months prior to the date of termination. Failure to promptly Bachelors Degree will reimburse the Sheriff’s Office City if they leave within two (2) years after receiving reimbursement. Persons working on an Associates Degree will result reimburse the City if they leave within one (1) year after receiving reimbursement.
H. These regulations do not apply to training which is taken at the specific direction of management and for which the City pays the full cost of tuition and other expenses.
I. Tuition reimbursement is considered a benefit of employment and a separate line item in legal action the budget of the police department will be utilized for recoverythis purpose. Tuition reimbursement will not be funded from the training budget of the police department
J. Any college which offers free college tuition shall not be subject to reimbursement.

The City may reimburse an employee for tuition and related fees paid for taking classes of study in an off-duty status if the subject matter content of the class is closely related to the employee’s present work assignment, and appropriate funds are in the department budget. Also, an employee may be reimbursed if the class is deemed desirable to enhance promotion to the next higher position. There must be a reasonable expectation that the employee’s work performance or value to the City will be improved as a result of the class. Classes taken as part of the program of study for a college undergraduate or graduate degree will be evaluated individually for job relatedness under described criteria. The employee must both begin and successfully complete the class while employed by the City. The employee must submit an application on the prescribed form to the appropriate Department Head giving all information needed for an evaluation of the request. The Department Head and the City Manager’s office shall recommend approval or disapproval and the decision shall be final. In order to be reimbursed the employee’s application must have been authorized by the appropriate Department Head and approved by the City Manager or his/her designee before enrolling in the class. If a class is approved and later found to be unavailable, a substitute class may be approved after enrollment. Requests for exceptions to the maximum reimbursement level of $200.00 must be submitted in writing to the Department Head. They will be considered on a case by case basis by the City Manager, whose decision will be final. Upon completion of the approved course class, the employee must submit to the City a request for reimbursement accompanied by a copy of the member, school grade report or a letter certificate of verification from the institution shall be necessary to show successful completion of said coursecompletion. Successful completion shall require The employee must have attained a grade of “C” or above (or a pass (on the pass/fail courses)system) to be entitled to reimbursement. Reimbursement may include tuition, 2.00 or higherrelated fees, or "C" or betterbooks and materials, but not transportation costs. The final determination as to the reimbursement of such items will rest with the Department Head and/or the City Manager’s office. Receipts must accompany the request for reimbursement. If a member’s employment with the Sheriff’s Office terminatesany employee is receiving benefits from any other form of Career Incentive Program, unless from death such as (CIP) or forced resignation as a consequence of disability, the member shall reimburse the Sheriff’s Office for any Education Longevity Program (ELP) he/she is not entitled to tuition reimbursement received through this Article for a period of twenty-four (24) months prior to the date of termination. Failure to promptly reimburse the Sheriff’s Office will result in legal action for recoveryreimbursement.
