Unbundled Loops. 2.1.1 BellSouth shall provide nondiscriminatory access, in accordance with FCC Rule 51.311 and Section 251(c)(3) of the Act, to the local loop on an unbundled basis pursuant to the following terms and conditions and at the rates approved by the Commission and set forth in this Attachment.
