Uniform Rules. Uniform rules are widely spread throughout the Conventions, particularly from Article 1 to 52 in the 1999 Montreal Convention. They are the essence of the Conventions, as they govern the liability of carriers performing inter- national carriage by air. Chapter 2 will examine the exact nature of these uniform rules as contained in the Conventions.
