Union Activity. a) The Employer shall provide to the exclusive representative, including their agents and employees, reasonable access to employees in the bargaining units they represent. This access shall always be conducted in a manner so as not to impede normal operations. Access includes the following: (1) the right to meet with one or more employees on the employer's premises during the workday to investigate and discuss grievances and workplace-related complaints without loss of pay or leave time of employees or agents of the exclusive representative; (2) the right to conduct worksite meetings during lunch and other non-work breaks, and before and after the workday, on the employer's premises to discuss collective bargaining negotiations, the administration of collective bargaining agreements, other matters related to the duties of the exclusive representative, and internal matters involving the governance or business of the exclusive representative, without loss of pay or leave time of employees or agents of the exclusive representative. Neither the Union nor any of its members may engage in the solicitation of employees, any organizing activities, or other Union activity with employees of the University during the paid work time of those employees or in work areas without the prior permission of supervision. Representatives of the Union who are not employees of the University or who are not otherwise authorized to be in certain non-public areas of the University may not enter those areas without first notifying and receiving the prior permission of supervision. b) Union representatives employed by the University (including Union officials and Union stewards) may be permitted time away from their regularly assigned work duties to handle grievances, serve as ▇▇▇▇▇▇▇▇▇▇ representatives, or attend pre-disciplinary meetings, labor- management meetings, grievance hearings, or negotiation sessions with advance permission from supervision. Union representatives shall provide as much notice as possible of the need to be away from work, and the granting of permission will be contingent upon the operational needs of the University. Union representatives will be allowed fifteen (15) minutes to travel to and adequate time to travel from meetings outside of their regularly assigned worksites. c) Union representatives employed by the University may be allowed time off without pay to attend functions conducted or sponsored by the Union (such as Union meetings, rallies, and so forth) to the extent permitted by the operations of the University, provided that the Union or such representatives submit as much advance notice as possible and the representatives request and obtain the necessary approval from supervision prior to being off work. The representatives will be permitted to utilize any accrued vacation or compensatory time that they may have in lieu of taking time off without pay. d) The University will permit Union officials holding certain positions (specifically, one President, one Vice President, one Treasurer, one Secretary, three Trustees, and one Sergeant at Arms) and three (3) additional Chief stewards to “cross-over” from one of the Union’s bargaining units with the University to serve with pay as the Union’s primary representative at a pre-disciplinary meeting involving an employee from another bargaining unit with the University that is represented by the Union, provided that the meeting occurs during the official’s scheduled work hours and provided further that such official adheres to the obligations and limitations set forth in paragraph (c) of this section. A Chief ▇▇▇▇▇▇▇ who is allowed to “cross-over” must remain a Chief ▇▇▇▇▇▇▇ for a period of at least six (6) months. e) The Union will be permitted conduct an up to one (1) hour orientation program during regular working hours at a time mutually agreed to by both the University and the Union for employees newly hired into the bargaining unit. Such orientation sessions will occur within the first two (2) weeks of employment, and will take place on the employer’s premises unless an alternate time and location are otherwise mutually agreed to by the Parties. Attendance at this orientation program shall be strictly voluntary and without the loss of pay. One University employee who is a representative of the Union will be authorized to attend such orientation sessions of up to one (1) hour each without loss of pay. The Union is responsible for organizing and scheduling the orientation. The University will work with the Union to provide a meeting a location as well as date and time, for the orientation upon request and subject to operational needs.

Union Activity. a) Section 1. Neither the Union, nor its officers, agents, representatives, or members will intimidate, interfere with, or coerce Fire Fighters. No union activity or union business of any kind will be carried on during working hours without express permission in advance from the Fire Chief. All requests for leave from duty for any union business shall be in writing and shall specify name, date, time, location and purpose of the leave. Violation of this Section 1 of this Article 29 by any Fire Fighter shall be just cause for disciplinary action, pursuant to Chapter 10, Title VI of the 1971 Code of Ordinances. Failure of the City to enforce any of the provisions of this Section 1 of this Article 29 in any one or more instances shall not be construed a waiver of any of the provisions of this Section 1 of this Article 29.
Section 2. No Fire Fighter shall be discharged, disciplined or discriminated against because of activity on behalf of the Union which does not interfere with the discharge of his duties or any assignments, or violate any of the provisions of this agreement, City ordinances, statutes, rules or regulations of the department.
Section 3. The Employer Union shall provide to the exclusive representative, including their agents and employees, reasonable access to employees in the bargaining units they represent. This access shall always be conducted in a manner so as not to impede normal operations. Access includes the following:
(1) have the right to meet with one or more employees post on the employer's premises during bulletin boards designated by the workday Fire Chief, within all respective fire stations and fire offices, notices of union meetings, union recreational and social affairs, notices of union elections, and appointments and results of union elections, all of which pertain to investigate and discuss grievances and workplace-related complaints without loss of pay or leave time of employees or agents the Pueblo Fire Department. No other postings will be allowed.
Section 4. When approved by the Fire Chief, two of the exclusive representative;
principal officers of the union shall be granted leave from duty with full pay for conducting necessary Union business. When approved by the Fire Chief, during and for a reasonable time before bargaining with City representatives for a successor collective bargaining agreement the Union Bargaining Committee (2not to exceed five persons) the right shall be granted leave from duty with full pay to conduct worksite meetings during lunch negotiations and other non-work breaks, and before and after the workday, on the employer's premises to discuss collective bargaining negotiations, the administration of collective bargaining agreements, other matters related to the duties of the exclusive representative, and internal matters involving the governance deliberations. No such leave or business of the exclusive representative, without loss of pay or leave time of employees or agents of the exclusive representative. The Union shall endeavor to conduct all necessary Union business during the non-working time of the greatest number of Fire Fighters required for such business, to the greatest extent possible. Said approval shall be granted by the Chief when said leave would not disrupt or interfere with the service of the department.
Section 5. Requests for union business leave shall be made at least two shifts before the beginning of the shift during which union business leave is responsible for organizing and scheduling the orientationrequested whenever possible. The University will work with the Union aggregate maximum amount of time which may be taken as fully paid leave to provide conduct union business under this contract shall not exceed three hundred sixty (360) hours per year, not counting leave for arbitration hearings, grievance hearings or negotiation meetings for a meeting a location new collective bargaining agreement. Any union business leave in excess of 15 shifts or 360 hours per year shall be charged as well vacation leave or taken as date and time, for the orientation upon request and subject to operational needsunpaid leave.

When approved by the Fire Chief or their designated representative in writing, the administration of collective bargaining agreements, other matters related to the duties of the exclusive representative, and internal matters involving the governance or business of the exclusive representative, without loss of pay or leave time of employees or agents of the exclusive representative. Neither the Union nor any of its members may engage in the solicitation of employees, any organizing activities, or other Union activity with employees of the University during the paid work time of those employees or in work areas without the prior permission of supervision. Representatives two principal officers of the Union who are not employees shall be granted leave from duty with full pay for conducting necessary Union business. When approved by the Fire Chief or their designated representative in writing, during the term of the University deliberations of the Union Bargaining Committee, as constituted pursuant to the Union by-laws, members of the Committee, (not to exceed three) shall be granted leave from duty with full pay for conducting necessary Union business. When approved by the Chief or who are their designated representative in writing, members of the Union Executive Board (not otherwise authorized to exceed four) shall be in certain granted leave from duty with full pay for attending Executive Board and general membership meetings. Section 6. Members of the University, provided that the Union or such representatives submit as much advance notice as possible and the representatives request and obtain the necessary approval from supervision prior to being off work. The representatives will union’s Executive Board shall be permitted to utilize any accrued vacation or compensatory time that they may have in lieu of taking time off without pay.
d) The University will permit Union officials holding certain positions (specifically, one President, one Vice President, one Treasurer, one Secretary, three Trustees, and one Sergeant at Arms) and three (3) additional Chief stewards to “cross-over” from one of the Union’s bargaining units with the University to serve with pay as the Union’s primary representative address each Department recruit class at a pre-disciplinary meeting involving an employee from another bargaining unit with the University that is represented by the Union, provided that the meeting occurs during the official’s scheduled work hours and provided further that such official adheres to the obligations and limitations set forth in paragraph (c) of this section. Union Activity. a(A) The Employer UNION or its representatives shall provide to the exclusive representative, including their agents and employees, reasonable access to employees in the bargaining units they represent. The UNION as soon as practical will notify the supervisor of the work unit that the employee is conducting the UNION business. Nothing herein is to be construed as a right of an employee to leave their station without supervisory approval. The UNION shall conduct all business on other non-work breaksthan COUNTY time except as expressly authorized elsewhere in this Agreement.
(B) The COUNTY agrees to furnish one locking bulletin board for UNION use. The UNION shall limit the use of such bulletin board to the posting of notices of general interest and UNION meetings, and before shall maintain the bulletin board in good order and after shall not post any improper material.
(C) The UNION shall have access to COUNTY duplication equipment, upon appropriate prior approval, at such times as it is available, at the workdayapplicable COUNTY rate. It is understood that COUNTY use shall take priority over UNION use of such equipment. Use shall be by UNION members on their own time.
(D) Employee members of the UNION bargaining team shall not suffer loss in pay while participating in bona fide negotiation sessions between the UNION and the COUNTY, on provided, however, that the employer's premises number of such employees shall be limited to discuss collective bargaining negotiations, three (3) at any one time.
(E) The COUNTY agrees that accredited representatives of the administration of collective bargaining agreements, other matters related UNION shall have reasonable access to the duties premises of the exclusive representativeCOUNTY for the purpose of ascertaining whether this Agreement is being observed. UNION representatives shall first report their presence and intentions to the Division Manager, or designated representatives, and internal matters involving the governance or business of the exclusive representativeshall conduct their activities in a manner, without which avoids loss of pay time or leave time disruption of employees or agents of the exclusive representativeoperations. Union representatives shall provide as much notice as possible representative the COUNTY will notify the UNION of the need COUNTY’S belief that UNION time is interfering with work performance. The parties will work together to be away address the issue in order to avoid a formal employment action.
(F) The COUNTY agrees to furnish the UNION, in response to reasonable written requests from worktime to time, information pertaining to employees covered by this Agreement, which is readily and reasonably available to COUNTY Administration in the regular course of business and not exempt from public disclosure.
(1) When the UNION submits to the COUNTY or any agent thereof a request for information, the COUNTY shall quickly estimate the staff time required to obtain the requested information and the granting number of permission will copied pages that could be contingent upon the operational needs produced as a result of the University. Union representatives request.
(2) If it is estimated that the information request will be allowed fifteen (15) minutes to travel to and adequate require a total of less than one hour of staff time to travel from meetings outside of their regularly assigned worksitesresearch, retrieve and/or compile the information as well as require one hundred (100) or less copied pages, the UNION will not be charged for the information request.
c) Union representatives employed by the University may be allowed time off without pay to attend functions conducted or sponsored by the Union (such as Union meetings, rallies, and so forth) to the extent permitted by the operations of the University, provided that the Union or such representatives submit as much advance notice as possible and the representatives request and obtain the necessary approval from supervision prior to being off work. The representatives will be permitted to utilize any accrued vacation or compensatory time that they may have in lieu of taking time off without pay.
d) The University will permit Union officials holding certain positions (specifically, one President, one Vice President, one Treasurer, one Secretary, three Trustees, and one Sergeant at Arms) and three (3) additional Chief stewards If it is estimated that request will require one hour or more of staff time to “cross-over” from research, retrieve and/or compile or require more than one hundred (100) copied pages, any response to said information request will be suspended until such time as representatives of the Union’s bargaining units with COUNTY and the University UNION can meet to serve with pay as discuss the Union’s primary representative at a pre-disciplinary meeting involving an employee from another bargaining unit with the University that is represented by the Union, provided that the meeting occurs during the official’s scheduled work hours and provided further that matter. The purpose of any such official adheres to the obligations and limitations set forth in paragraph (c) of this section. A Chief ▇▇▇▇▇▇▇ who is allowed to “cross-over” must remain a Chief ▇▇▇▇▇▇▇ for a period of at least six (6) months.
e) The Union discussion will be permitted conduct an up to one (1) hour orientation program during regular working hours at a time mutually agreed to by both the University and the Union for employees newly hired into the bargaining unit. Such orientation sessions will occur within the first two (2) weeks of employment, and will take place on the employer’s premises unless an alternate time and location are otherwise mutually agreed to by the Parties. Attendance at this orientation program shall be strictly voluntary and without the loss of pay. One University employee who is a representative of the Union will be authorized to attend such orientation sessions of up to one (1) hour each without loss of pay. The Union is responsible for organizing and scheduling the orientation. The University will work with the Union to provide a meeting a location the UNION an opportunity to clarify or modify its request as well as date and time, for the orientation upon parties to agree to charges that are reflective of operative COUNTY regulations or standard procedures.
(4) Likewise similar procedures would be applied to the COUNTY for any information request submitted to the UNION, but in no event shall the UNION assess rates that exceed the COUNTY's. Upon request, By January 10 of each year the COUNTY shall furnish the current addresses of all bargaining unit members to the UNION except for those employees who request that their addresses not be disclosed. Costs shall be the responsibility of the UNION at the rate of established fees for public record requests.
(G) COUNTY employees have the right to join and subject to operational needsparticipate in the activities of the UNION for the purposes of representation and collective bargaining with the COUNTY on matters concerning employment relations as long as a loss of time or disruption of COUNTY business is not incurred.

(2) Such meetings for the right to conduct worksite meetings conducting of union business during lunch and other non-work breaks, and before and after the workday, on the employer's premises to discuss collective bargaining negotiations, the administration time will be conducted out of collective bargaining agreements, other matters related to the duties view of the exclusive representative, and internal matters involving the governance or business public. The BOROUGH will provide space out of the exclusive representative, without loss of pay or leave time of employees or agents of the exclusive representative. Neither the Union nor any of its members may engage in the solicitation of employees, any organizing activities, or other Union activity with employees of the University during the paid work time of those employees or in work areas without the prior permission of supervision. Representatives of the Union who are not employees of the University or who are not otherwise authorized to be in certain non-public areas of the University may not enter those areas without first notifying and receiving the prior permission of supervisionpublic’s view for such meetings.

c) Union representatives employed by the University may be allowed time off without pay to attend functions conducted or sponsored by the Union (such as Union meetings, rallies, and so forth) to the extent permitted by the operations of the University, provided that the Union or such representatives submit as much advance notice as possible and the representatives request and obtain the necessary approval from supervision prior to being off work. The representatives will be permitted to utilize any accrued vacation or compensatory time that they may have in lieu of taking time off without pay.
d4) The University will permit Union officials holding certain positions ASSOCIATION president or designee shall generally meet with only one
(specifically, one President, one Vice President, one Treasurer, one Secretary, three Trustees, and one Sergeant at Arms1) and three (3) additional Chief stewards to “cross-over” from one of the Union’s bargaining units with the University to serve with pay as the Union’s primary representative employee at a pre-disciplinary meeting involving an employee from another bargaining unit with the University that is represented by the Union, provided that the meeting occurs time when conducting meetings concerning union business during the official’s scheduled work hours and provided further that such official adheres to the obligations and limitations (as set forth in paragraph (c3) above), but where two (2) or more employees were involved in the same incident or set of this section. A Chief ▇▇▇▇▇▇▇ who is allowed events, rather than conducting multiple meetings with each involved employee, the ASSOCIATION will give notice to “cross-over” must remain a Chief ▇▇▇▇▇▇▇ for a period of at least six (6) months.
e) The Union will the BOROUGH and seek permission, which shall not be permitted unreasonably withheld, to conduct an up to one (1) hour orientation program fifteen (15) minute meeting with all employees involved in the event.
(5) Any employee involved in a union meeting conducted during regular working hours at a their work time mutually agreed to by both shall make up the University and work time spent in the Union for employees newly hired into the bargaining unit. Such orientation sessions will occur meeting within the first two three (23) weeks of employment, and will take place on the employer’s premises unless an alternate time and location are otherwise mutually agreed to by the Parties. Attendance at this orientation program shall be strictly voluntary and without the loss of pay. One University employee who is a representative calendar days of the Union will be authorized meeting.

Union Activity. 6.01 The Union will not engage in Union activities during working hours except as provided for in this Agreement. The Union must seek approval of the Company prior to scheduling and holding meetings at any time on the premises of the Company, including any meetings to be attended by non-employee representatives of the Union. A meeting room may be allocated to Union officials for meetings. The request for such allocation must be processed through management. None of the above requests/approvals will be unreasonably withheld.
6.02 The Union agrees that there shall be no discrimination, intimidation, interference, restraint or coercion practiced upon employees of the Company by any members or representatives of the Union. The Union further agrees that it shall not discriminate against any employee on any of the proscribed grounds of discrimination under the Canadian Human Rights Legislation.
6.03 The Company agrees that there shall be no discrimination, intimidation, interference, restraint or coercion exercised or practiced by the Company or any of its representatives with respect to any employee because of his participation in the Union. The Company further agrees that it shall not discriminate against any employee on any of the proscribed grounds of discrimination under the Canadian Human Rights Legislation.
(a) The Employer Union shall provide to the exclusive representative, including their agents and employees, reasonable access to employees in the bargaining units they represent. This access name a Shop Committee of not more than two members who shall always be conducted in a manner so as not to impede normal operations. Access includes the following:
(1) the right to meet with one or more employees on the employer's premises during the workday to investigate and discuss grievances and workplace-related complaints without loss of pay or leave time of employees or agents of the exclusive representative;

Neither the Union nor any of its members may engage in the solicitation of employees, any organizing activities, or other Union activity with employees of the University during Company covered by this Agreement. The Company will be advised of this Committee and of any changes thereto.
(b) The Union may designate and the paid Company shall recognize Shop Stewards for each work time of those employees or in work areas without the prior permission of supervisionarea. Representatives The Company shall be kept informed of the Union who are not employees name of the University or who are not otherwise authorized to be in certain non-public areas of the University may not enter those areas without first notifying and receiving the prior permission of supervision.
b) Union representatives employed by the University (including Union officials and Union stewards) may be permitted time away from their regularly assigned work duties to handle grievances, serve as ▇▇▇each Shop ▇▇▇▇▇▇▇ representativesand the work areas he represents.
(c) The Company acknowledges that from time to time it will be necessary for employees serving as Union President or his designate, Shop Committee, or attend pre-disciplinary meetings, labor- management meetings, grievance hearings, or negotiation sessions with advance permission from supervision. Union representatives shall provide as much notice as possible Shop Stewards to leave their work in order to perform functions provided for in this Agreement on behalf of the need Union. The Union agrees that such employees will not leave their duties without first obtaining the permission of their supervisor. Permission will not be unreasonably withheld. On completion of the function for which permission to leave was granted, they will report to their supervisor before resuming work.
(d) In accordance with the above understanding the Company shall compensate employees holding Union Office for authorized time spent in handling grievances during their regular working hours, to a reasonable amount of time as determined by the Company in any week, at their regular rate of pay. This shall in no case apply to time spent on such matters outside of their regular working hours.
(e) Leave of Absence without pay, for a period of up to approximately one year will be away granted to employees elected or appointed to a full time Union Office, provided that no more than one is on such leave at any one time. Requests for one year extensions during a (first) term of office will be considered in the case of elected positions only, but leave without pay will in no case be granted to an employee for more than 4 consecutive years.
6.05 Leave of absence without pay, not to exceed a total of 12 working days annually (exclusive of negotiations) shall be made available to the Union for the purpose of permitting its members to attend Union business distant from workWL. Normally, not more than three members shall be absent on such leave at any one time and this leave shall be governed by the Company's regulations concerning leave without pay. The foregoing does not preclude the granting of permission additional leave, or the granting of leave for additional members, for such purpose by mutual agreement. While approval for such leave will not be contingent upon the operational needs of the University. Union representatives will be allowed fifteen (15) minutes unreasonably withheld, employees are urged to travel to and adequate time to travel from meetings outside of their regularly assigned worksites.
c) Union representatives employed by the University may be allowed time off without pay to attend functions conducted or sponsored by the Union (such as Union meetings, rallies, and so forth) to the extent permitted by the operations of the University, provided that the Union or such representatives submit provide as much advance notice as possible and the representatives request and obtain the necessary approval from supervision prior to being off work. The representatives will be permitted to utilize allow for appropriate coverage of duties during any accrued vacation or compensatory time that they may have in lieu of taking time off without payabsences.
d) The University will permit Union officials holding certain positions (specifically, one President, one Vice President, one Treasurer, one Secretary, three Trustees, and one Sergeant at Arms) and three (3) additional Chief stewards to “cross-over” from one of the Union’s bargaining units with the University to serve with pay as the Union’s primary representative at a pre-disciplinary meeting involving an employee from another bargaining unit with the University that is represented by the Union, provided that the meeting occurs during the official’s scheduled work hours and provided further that such official adheres to the obligations and limitations set forth in paragraph (c) of this section. c) Union representatives employed by the University may be allowed time off without pay to attend functions conducted or sponsored provided by the Union (such as Union meetings, rallies, and so forth) to the extent permitted by Authority, in writing, at least two (2) work days prior to the change becoming effective.
(3) Stewards shall be authorized to receive and investigate grievances. Such duties shall ordinarily be conducted during non-working time and may not interfere with the operations of the UniversityAuthority. Such activities may be conducted during work time, provided that in exceptional cases, where agreeable to the Authority but neither the ▇▇▇▇▇▇▇ nor the employee shall depart their normal job assignment without informing their immediate supervisor and disclosing the reason for such departure.
(4) The Union shall be permitted to post notices concerning official Union business on existing Authority bulletin boards. Such notices shall not contain political material. Notices shall bear the seal of the Union and shall be signed by an officer of the Union or the Chief Shop ▇▇▇▇▇▇▇. Copies of such representatives submit as much notices shall be provided either to the LABR Director or designee, or the site manager, in advance of such postings.
(5) The Authority shall grant a leave of absence without pay to up to three (3) employees for the purpose of attending the Union convention. The Union must first give the Authority sixty (60) days advance notice as possible and of the representatives selected Convention delegates. The Authority will not be entitled to deny the request and obtain for Convention leave except in extreme circumstances. In addition, the necessary approval from supervision Authority agrees to grant a leave of absence, without pay, not to exceed five (5) days in any twelve (12) month period to Union appointed Stewards for the purpose of attending training activities relating to grievance processing or arbitration. Notice of a request for Union education leave must be provided at least two (2) weeks prior to being off workthe requested effective date. The representatives Authority may decline to grant the requested leave in cases where the employee’s absence will cause substantial interference with the Authority’s business provided that employees who are denied leave under these circumstances shall be entitled to Union education leave at the next educational opportunity.
(6) The Authority agrees to grant a leave of absence, not to exceed three (3) years, without pay, to any employee who is selected for a local or international Union position which involves full-time employment. Such employee’s seniority will be frozen upon the date of departure and shall be recaptured in accordance with the provisions set forth in Article VI Seniority, Section 4, effective the date of return, provided the employee notifies the Authority of any change in status, regarding departure from the employee’s Union position, within two (2) weeks of the change. The notice shall contain a statement by the employee of his/her desire to return to work, to convert to another category of leave or to resign from the Authority. All fringe benefits for such employees shall be paid for by the Union but such employees will be permitted to utilize any accrued vacation participate in Authority-sponsored benefit plans, or compensatory time that they may have in lieu of taking time off without payUnion-sponsored benefit plans, as mutually agreed between the parties.
d(7) The University Authority agrees to establish “Local 2 leave” to be used by Local 2 shop stewards engaged in Local 2 business during work time. Shop stewards on Local 2 leave will permit Union officials holding certain positions (specifically, one President, one Vice President, one Treasurer, one Secretary, three Trustees, and one Sergeant at Arms) and three (3) additional Chief stewards to “cross-over” from one of the Union’s bargaining units with the University to serve with pay as the Union’s primary representative at a pre-disciplinary meeting involving an employee from another bargaining unit with the University that is represented be paid by the Union, Authority at the regular pay rate and Local 2 will promptly reimburse the Authority. There will be no change in current procedures regarding engaging in union business during working time. Local 2 leave will not count as hours worked for purposes of calculating overtime entitlement.
(8) The Authority will withhold political education fund contributions from the second paycheck each month provided that the meeting occurs during the official’s scheduled work hours employee voluntarily submits a withholding authorization and provided further that such official adheres to the obligations and limitations set forth in paragraph at least five (c5%) of this section. A Union-represented employees submit such authorizations.
(9) Local 2 Officers or the Chief ▇▇▇▇▇▇▇ who is allowed will be permitted to use the WMATA e-mail system to send “crossmass mailings” subject to the same notification requirements and content restrictions under Article IV Section 4 and its accompanying Letter of Understanding. The Union will limit the recipients of these “mass mailings” to WMATA Local 2 members, individual Local 2 officers, and the Office of Labor Relations. In addition, to incur “minimal additional expense”, these mass e-over” must remain a mailed notices will generally be posted so that they will be delivered during low-use off- hours, and at lowest priority. The Union also agrees to provide advance copy of these postings no later than 3PM of the business day prior to delivery. The Authority agrees that these postings shall not be unreasonably deleted or removed. E-mail has been used for years to file grievances, schedule labor-management meetings and for communication between the Chief ▇▇▇▇▇▇▇ for a period and Office of at least six (6) months.
e) The Union will be permitted conduct an up to one (1) hour orientation program during regular working hours at a time mutually agreed to by both the University and the Union for employees newly hired into the bargaining unit. Union Activity. a) 29.01. Authorized representatives of the Union, who are not Team Members, upon request, will be permitted to visit the Employer’s establishment for the purpose of communicating with Team Members and appropriate supervisors regarding Union business and collecting Union dues and initiation fees. Such visits shall not interfere with the conduct of the Employer’s business, or unreasonably interfere with the performance of work by Team Members during their working hours. Union representatives will be required to report to the designated office or Security and sign in and wear identification while on the premises of the Employer. While on the Employer’s property, the Union representatives shall comply with all applicable rules and regulations or directives of the Company, including but not limited to, those of the Michigan Gaming Control Board as well as all health and safety rules and regulations of the Employer.
29.02. The Union may select a reasonable number of Union Stewards (“Stewards”), not to exceed sixty-five (65), from among the Team Members. The Union is responsible for notifying the Employer, in writing, as to the names of the Stewards, their jurisdictions, and keeping the Employer apprised of any changes. Stewards may act as Union representatives and may assist Union representatives in proceedings under Article 23 (Grievance Procedure), and engage in discussions with the Employer’s designated representatives for questions or concerns regarding the Employer’s work practices or procedures. Stewards must undergo joint training in communications and conflict resolution.
29.03. The Employer shall provide to the exclusive representative, including their agents and employees, will allow Stewards a reasonable access to employees in the bargaining units they represent. A Chief ▇▇▇▇▇▇▇ who is allowed shall indicate in a manner prescribed by the Employer time spent engaging in such activities. To permit the Union for employees newly to properly and efficiently carry out its responsibilities, the Employer shall provide the following information to the Union:
a. When Team Members are hired into the bargaining unit. Such orientation sessions will occur within , the first two (2) weeks Employer shall provide to the Union the Team Member’s name, social security number, address, department, phone number, job title, date of employmentbirth, sex and will take place on hire date.
b. The Employer agrees to give the employer’s premises unless an alternate Union, at the time and location are otherwise mutually agreed to by the Parties. Attendance at this orientation program shall be strictly voluntary and without the loss of pay. One University employee occurrence, written notice of any Team Member who is terminated, placed on a representative leave of absence or transferred out of the Union will be authorized to attend such orientation sessions of up to one (1) hour each without loss of pay. The Union is responsible for organizing and scheduling the orientation. The University will work with the Union to provide a meeting a location bargaining unit, as well as any Team Members transferred into the bargaining unit including each Team Member’s name, social security number and the date(s) of such personnel transaction, and the expected date of return for leaves of absence.
c. The Employer shall furnish the Union with a monthly list of all Team Members in the bargaining unit, including each Team Member’s name, social security number, department, job title, address, phone number, date of birth, sex, job status and time, date of hire. This report shall be in computer-readable electronic form in an agreed upon format.
d. All Team Members shall be required to attend the Company’s new hire orientation during which the DCC will provide all bargaining unit Team Members up to thirty (30) minutes for the orientation upon request and subject to operational needsorientation.

(A) The Employer UNION or its representatives shall provide to the exclusive representative, including their agents and employees, reasonable access to employees in the bargaining units they represent. The UNION, as soon as practical, will notify the supervisor of the work unit that the employee is conducting the UNION business. Nothing herein is to be construed as a right of an employee to leave their station without supervisory approval. The UNION shall conduct all business on other non-work breaksthan COUNTY time except as expressly authorized elsewhere in this Agreement.
(B) The COUNTY agrees to furnish one locking bulletin board for UNION use. The UNION shall limit the use of such bulletin board to the posting of notices of general interest and UNION meetings, and before shall maintain the bulletin board in good order and after shall not post any improper material.
(C) The UNION shall have access to COUNTY duplication equipment, upon appropriate prior approval, at such times as it is available, at the workdayapplicable COUNTY rate. It is understood that COUNTY use shall take priority over UNION use of such equipment. Use shall be by UNION members on their own time.
(D) Employee members of the UNION bargaining team shall not suffer loss in pay while participating in bona fide negotiation sessions between the UNION and the COUNTY, on provided, however, that the employer's premises number of such employees shall be limited to discuss collective bargaining negotiations, four (4) at any one time.
(E) The COUNTY agrees that accredited representatives of the administration of collective bargaining agreements, other matters related UNION shall have reasonable access to the duties premises of the exclusive representativeCOUNTY for the purpose of ascertaining whether this Agreement is being observed. (C) The UNION shall have access to COUNTY duplication equipment, upon appropriate prior approval, at such times as it is available, at the applicable COUNTY rate. It is understood that COUNTY use shall take priority over UNION use of such equipment. Use shall be by UNION members on their own time.
(D) Employee members of the UNION bargaining team shall not suffer loss in pay while participating in bona fide negotiation sessions between the UNION and after the workdayCOUNTY, on provided, however, that the employer's premises number of such employees shall be limited to discuss collective bargaining negotiationsfive (5) at any one time. Union Activity. a) Section 1. The Employer Union agrees that its members, agents, or representatives shall not solicit membership in the Union or otherwise carry on Union activities during working hours, subject to the provisions of Section 3 of this Article.
Section 2. The City, during its new employee orientation, shall inform new employees of the existence of NAGE Local R9-38. The City shall from time to time, through its Personnel Department, upon receipt of reasonable requests from Union representatives, provide to the exclusive representativeUnion names and class titles of new employees within the bargaining unit. The City further agrees to provide to such new employees an information packet (approved by the City) regarding NAGE Local R9-38, including their agents as may be made available to the City.
Section 3. Union representatives shall be permitted to be in City Departments, during such times and employeesin such manner as shall be approved in advance by the Department Head, reasonable access for the purposes of performing Union obligations and duties to employees with respect to processing of grievances; representations of employees with respect to grievances; insurance claims; processing claims by employees for benefits provided by the Union; and for the purpose of posting material on Union bulletin boards. The City shall further provide copies of annual revisions to this Agreement to all employees upon implementation.
Section 5. Union officials who are members of the bargaining committee, not to exceed five (5) in number, shall be paid by the City for time spent in negotiations with a committee maximum of 100 work hours at their then current straight time pay rate. The 100 work hour maximum shall be cumulative; that is, the combined hours used by all members of the bargaining committee shall not exceed 100 hours per contract year. Payment shall be made for time spent in negotiation sessions only and solely for time during which such employees are scheduled to work.
Section 6. None of the time spent in negotiations shall be used to compute hours worked for overtime compensation.
Section 7. The maximum 100 work hours shall be exhausted prior to August 15th of each year or forfeited. The City will not pay nor be liable for Union time spent negotiating with the City subsequent to the above mentioned day.
Section 8. Union officials, not exceeding two (2) in number, shall be granted leave from duty without pay for the purpose of attending Union meetings, conventions, educational conferences, or conducting Union business. Such leave shall be contingent upon a written request by the Union and approval by the Department Head not less than one (1) calendar week in advance of the right requested date.
Section 9. When officers or designated Board members of the bargaining unit are requested by the City to meet with one participate in conferences or more employees on the employer's premises meetings (other than contract negotiations as provided for in Section 5 of this Article) during the workday to investigate and discuss grievances and workplace-related complaints working hours, attendance at such meetings shall be without loss of pay or leave time of employees or agents of the exclusive representative;

Union Activity. a
(A) The Employer UNION or its representatives shall provide have the right to conduct official UNION business on COUNTY property at such times and in a manner which does not interrupt COUNTY operations or efficiency. Nothing herein is to be construed as a right of an employee to leave their station without supervisory approval. The Human Resources Director or designee can issue approval for the Union president to leave their station with supervisory notification. The UNION shall conduct all business on other than COUNTY time except as expressly authorized elsewhere in this Agreement.
(B) The COUNTY agrees to furnish bulletin boards to be placed in designated places in each work area. The UNION shall limit the use of such bulletin boards to the posting of notices of general interest and UNION meetings, exclusive representativeof objectionable material, including and shall maintain the bulletin boards in good order.
(C) The UNION shall have access to COUNTY duplication equipment, upon appropriate prior approval, at such times as it is available, at the applicable COUNTY rate. It is understood that COUNTY use shall take priority over UNION use of such equipment. Use shall be by UNION members on their agents own time.
(D) Employee members of the UNION bargaining team shall not suffer loss in pay while participating in bona fide negotiation sessions between the UNION and employeesthe COUNTY, provided, however, that the number of such employees shall be limited to five (5) at any one time. The COUNTY will inform the UNION if they believe the selected employees will result in an operational impact. If this occurs, the UNION and the COUNTY will discuss potential adjustments.
(E) The COUNTY agrees that accredited representatives of the UNION shall have reasonable access to employees in the bargaining units they representpremises of the COUNTY for the purpose of ascertaining whether this Agreement is being observed. This access UNION representatives shall always be conducted first report their presence and intentions to the director of the appropriate department, or designated representatives, and shall conduct their activities in a manner so as which avoids loss of time or disruption of operations.
(F) An employee, but not more than two (2) at any one time, nor more than one (1) from any Department, who accepts an official position with the UNION shall be granted a leave of absence without pay not to impede normal operationsexceed six (6) calendar months in duration. Access includes Such employee shall be reinstated by the following:COUNTY provided that such employee notifies the COUNTY in writing of their intent to return to work thirty (30) calendar days in advance, and provided further that said employee is still qualified to perform the applicable job duties. Only one (1) leave shall be granted to an employee in any eighteen (18) month period.
(G) The COUNTY agrees to furnish the UNION, in response to reasonable written requests from time to time, information pertaining to employees covered by this Agreement, which is readily and reasonably available to COUNTY Administration in the regular course of business and not exempt from public disclosure.
(1) When the right UNION submits to meet with one the COUNTY, or more employees on any agent thereof, a request for information, the employer's premises during COUNTY shall quickly estimate the workday staff time required to investigate obtain the requested information and discuss grievances and workplace-related complaints without loss the number of pay or leave time of employees or agents copied pages that could be produced as a result of the exclusive representative;request.
(2) If it is estimated that the information request will require a total of less than one hour of staff time to research, retrieve and/or compile the information as well as require one hundred (100) or less copied pages, the UNION will not be charged for the information request.
(3) If it is estimated that the request will require one hour or more of staff time to research, retrieve and/or compile or require more than one hundred (100) copied pages, any response to said information request will be suspended until such time as representatives of the COUNTY and the UNION can meet to discuss the matter. The purpose of any such discussion will be to provide the UNION an opportunity to clarify or modify its request as well as for the parties to agree to charges that are reflective of operative COUNTY regulations or standard procedures.
(4) Likewise similar procedures would be applied to the COUNTY for any information request submitted to the UNION, but in no event shall the UNION assess rates that exceed the COUNTY's.
(5) The UNION will make a conspicuous effort to have its agents better craft their requests for information. By request the COUNTY shall furnish the current mailing addresses of all bargaining unit members to the UNION except for those employees who request that their addresses not be disclosed. Costs shall be the responsibility of the UNION at the rate of established fees for public record requests.
(H) COUNTY employees have the right to conduct worksite meetings during lunch join and other non-work breaks, participate in the activities of the UNION for the purposes of representation and before and after the workday, on the employer's premises to discuss collective bargaining negotiationswith the COUNTY on matters concerning employment relations as long as a loss of time or disruption of COUNTY business is not incurred.
(I) The COUNTY agrees that where, in the administration of collective bargaining agreements, other matters related to the duties judgment of the exclusive representativeCOUNTY, and internal matters involving the governance or business of the exclusive representativeits operations will not be seriously disrupted, without loss of pay or leave time of employees or agents of the exclusive representative. Neither the Union nor any of its members may engage in the solicitation of employees, any organizing activities, or other Union activity with employees of the University during the paid work time of those employees or in work areas without the prior permission of supervision. Representatives of the Union it will allow UNION Executive Board Members who are not employees of the University or who are not otherwise authorized scheduled to be in certain non-public areas of the University may not enter those areas without first notifying and receiving the prior permission of supervision.
b) Union representatives employed by the University (including Union officials and Union stewards) may be permitted time away from their regularly assigned work duties to handle grievances, serve as ▇▇▇▇▇▇▇▇▇▇ representatives, or attend pre-disciplinary meetings, labor- management meetings, grievance hearings, or negotiation sessions with advance permission from supervision. Union representatives shall provide as much notice as possible of the need to be away from work, and the granting of permission will be contingent upon the operational needs of the University. Union representatives will be allowed fifteen (15) minutes to travel to and adequate time to travel from meetings outside of their regularly assigned worksites.

Union Activity. a) Section 1. Neither the Union, nor its officers, agents, representatives, or members will intimidate, interfere with, or coerce Fire Fighters. No union activity or union business of any kind will be carried on during working hours without express permission in advance from the Fire Chief. All requests for leave from duty for any union business shall be in writing and shall specify name, date, time, location and purpose of the leave. Violation of this Section 1 of this Article 29 by any Fire Fighter shall be just cause for disciplinary action, pursuant to Chapter 10, Title VI of the 1971 Code of Ordinances. Failure of the City to enforce any of the provisions of this Section 1 of this Article 29 in any one or more instances shall not be construed a waiver of any of the provisions of this Section 1 of this Article 29.
Section 2. No Fire Fighter shall be discharged, disciplined or discriminated against because of activity on behalf of the Union which does not interfere with the discharge of his duties or any assignments, or violate any of the provisions of this agreement, City ordinances, statutes, rules or regulations of the department.
Section 3. The Employer Union shall provide to the exclusive representative, including their agents and employees, reasonable access to employees in the bargaining units they represent. This access shall always be conducted in a manner so as not to impede normal operations. Access includes the following:
(1) have the right to meet with one or more employees post on the employer's premises during bulletin boards designated by the workday Fire Chief, within all respective fire stations and fire offices, notices of union meetings, union recreational and social affairs, notices of union elections, and appointments and results of union elections, all of which pertain to investigate and discuss grievances and workplace-related complaints without loss of pay or leave time of employees or agents the Pueblo Fire Department. Section 5. Requests for union business leave shall be made at least two shifts before the beginning of the shift during which union business leave is responsible for organizing and scheduling the orientationrequested whenever possible. The University will work with the Union aggregate maximum amount of time which may be taken as fully paid leave to provide conduct union business under this contract shall not exceed three hundred sixty (360) hours per year, not counting leave for arbitration hearings, grievance hearings or negotiation meetings for a meeting a location new collective bargaining agreement. Section 3. The Union shall have the right to post on the bulletin board designated by the Fire Chief or his/her designated representative, within all respective fire houses and support services, notices of Union meetings, Union recreational and social affairs, notices of Union elections, and appointments and results of Union elections, all of which pertain to the Denver Fire Department, provided that such notices are first approved by the Fire Chief or his/her designated representative. Any postings of an inflammatory nature are expressly prohibited. There shall be no postings regarding any political candidate or candidates nor of any political matter.
Section 4. When approved by the Fire Chief or his/her designated representative in writing, the two principal officers of the Union shall be granted leave from duty with full pay for conducting necessary Union business. When approved by the Fire Chief or his/her designated representative in writing, during regular the term of the deliberations of the Union Bargaining Committee, as constituted pursuant to the Union by- laws, members of the Committee, (not to exceed three) shall be granted leave from duty with full pay for conducting necessary Union business. Union Activity. a) The Union agrees there will be no Union activity conducted during working hours or at any time on the Employer’s premises except: Normal informal discussion at lunch periods providing it does not interfere with the rights and privileges of others and the conduct of business; That which is provided for in connection with the handling of grievances; During direct contract negotiations as agreed to by the Employer and; Other activities as approved by Human Resources; In order for the Union to properly represent the employees, the Employer shall provide to a room for meetings, as the exclusive representative, including their agents and employees, reasonable access to employees in the bargaining units they represent. This access shall always be conducted in a manner so as not to impede normal operations. Access includes the following:
(1) the right to meet need arises with one or more employees on the employer's premises during the workday to investigate and discuss grievances and workplace-related complaints without loss of pay or leave time of employees or agents approval of the exclusive representative;
(2) Director of Human Resources. For the right to conduct worksite meetings during lunch and other non-work breaks, and before and after purpose of representation under Article 7 or Article the workday, on the employer's premises to discuss collective bargaining negotiations, the administration Union may appoint a maximum total of collective bargaining agreements, other matters related to the duties eighteen stewards. In the event that the appropriate ▇▇▇▇▇▇▇ representativesis not on the premises, or attend pre-disciplinary meetings, labor- management meetings, grievance hearings, or negotiation sessions with advance permission from supervision. Union representatives shall provide as much notice as possible of the need to be away from work, and the granting of permission will be contingent upon the operational needs of the University. Union representatives will be allowed fifteen (15) minutes to travel to and adequate time to travel from meetings outside of their regularly assigned worksites.
c) Union representatives employed by the University may be allowed time off without pay to attend functions conducted or sponsored by the Union (such as Union meetings, rallies, and so forth) to the extent permitted by the operations of the University, provided that the Union or such representatives submit as much advance notice as possible and the representatives request and obtain the necessary approval from supervision prior to being off work. The representatives will be permitted to utilize any accrued vacation or compensatory time that they may have in lieu of taking time off without pay.
d) The University will permit Union officials holding certain positions (specifically, one President, one Vice President, one Treasurer, one Secretary, three Trustees, and one Sergeant at Arms) and three (3) additional Chief stewards to “cross-over” from one of the Union’s bargaining units with the University to serve with pay as the Union’s primary representative at a pre-disciplinary meeting involving an employee from another bargaining unit with the University that is represented by the Union, provided that the meeting occurs during the official’s scheduled work hours and provided further that such official adheres to the obligations and limitations set forth in paragraph (c) of this section. A Chief ▇▇▇▇▇▇▇ who is allowed to “cross-over” must remain a or, failing him, any member of the Executive of Local may act on the employee’s behalf. The Union shall notify the Employer in writing of the name of each ▇▇▇▇▇▇▇ and the area he represents and also the name of the Chief ▇▇▇▇▇▇▇, before the Employer shall be required to any of them. No more than one ▇▇▇▇▇▇▇ or union officer shall be absent from his job to process any grievance when such is desired by a in accordance with the grievance procedure. Such absence shall not exceed hour unless approved by the Human Resources Director. Before leaving his regular employment duties to engage in investigation and processing of within his zone of operation, the ▇▇▇▇▇▇▇ must receive permission from his Supervisor and indicate the nature of the business and the time anticipated. Such requests shall not be unreasonably withheld. The Employer will pay only for time spent on Union business. On entering a period section other than his own, a ▇▇▇▇▇▇▇ shall advise the Supervisor of at least six (6) months.
e) the section entered, or such substitute as the Supervisor may designate, and on return to his section shall immediately advise his Supervisor. A committee of three employees shall constitute the Union Grievance Committee. A Union representative who is not an employee may be present if so requested. A committee of four employees plus one Union representative who is not an employee shall constitute the Union Negotiating Committee. The Union will be permitted conduct an up to one (1) hour orientation program during regular working hours at a time mutually agreed to by both shall advise the University and Employer, in writing, of the Union for employees newly hired into the bargaining unit. Such orientation sessions will occur within the first two (2) weeks names of employment, and will take place on the employer’s premises unless an alternate time and location are otherwise mutually agreed to by the Parties. Attendance at this orientation program shall be strictly voluntary and without the loss of pay. One University employee who is a representative members of the Union Grievance and Bargaining Committees. Any changes in the above representation shall be communicated in writing to the Employer as soon as possible. If direct negotiations take place during working hours with permission of the Employer, the four employees on the Union Negotiating Committee shall be paid for working time lost. If the services of a Conciliation Officer is the Union shall reimburse the Employer for the cost of all regular wages paid for such employees beyond an initial period of two days. All correspondence between the parties, arising out of this Agreement, shall pass to and from the Director of Human Resources and the of the Union. Six bulletin boards will be authorized to attend such orientation sessions of up to one (1) hour each without loss of pay. The Union is responsible provided for organizing and scheduling the orientation. The University will work with the Union to provide a meeting a location as well as date post notices. Management reserves the right to approve such notices and time, for the orientation upon request and subject to operational needsit shall not be unreasonably withheld.

Union Activity. a) Section 1. Neither the Union, nor its officers, agents, representatives, or members will intimidate, interfere with, or coerce fire fighters. No union activity or union business of any kind will be carried on during working hours without express permission in advance from the Fire Chief. All requests for leave from duty for any union business shall be in writing and shall specify name, date, time, location and purpose of the leave. Violation of this Section 1 of this Article 29 by any fire fighter shall be just cause for disciplinary action, pursuant to Chapter 10, Title VI of the 1971 Code of Ordinances. Failure of the City to enforce any of the provisions of this Section 1 of this Article 29 in any one or more instances shall not be construed a waiver of any of the provisions of this Section 1 of this Article 29.
Section 2. No fire fighter shall be discharged, disciplined or discriminated against because of activity on behalf of the Union which does not interfere with the discharge of his duties or any assignments, or violate any of the provisions of this agreement, City ordinances, statutes, rules or regulations of the department.
Section 3. The Employer Union shall provide to the exclusive representative, including their agents and employees, reasonable access to employees in the bargaining units they represent. This access shall always be conducted in a manner so as not to impede normal operations. Access includes the following:
(1) have the right to meet with one or more employees post on the employer's premises during bulletin boards designated by the workday Fire Chief, within all respective fire stations and fire offices, notices of union meetings, union recreational and social affairs, notices of union elections, and appointments and results of union elections, all of which pertain to investigate and discuss grievances and workplace-related complaints without loss of pay or leave time of employees or agents the Pueblo Fire Department. No other postings will be allowed.
Section 4. When approved by the Fire Chief, two of the exclusive representative;
principal officers of the union shall be granted leave from duty with full pay for conducting necessary Union business. When approved by the Fire Chief, during and for a reasonable time before bargaining with City representatives for a successor collective bargaining agreement the Union Bargaining Committee (2not to exceed five persons) the right shall be granted leave from duty with full pay to conduct worksite meetings during lunch negotiations and other non-work breaks, and before and after the workday, on the employer's premises to discuss collective bargaining negotiations, the administration of collective bargaining agreements, other matters related to the duties of the exclusive representative, and internal matters involving the governance deliberations. No such leave or business of the exclusive representative, without loss of pay or leave time of employees or agents of the exclusive representative. Neither the Union nor any of its members may engage in the solicitation of employees, any organizing activities, or other Union activity with employees of the University during the paid work time of those employees or in work areas without the prior permission of supervision. Representatives of the Union who are not employees of the University or who are not otherwise authorized to be in certain non-public areas of the University may not enter those areas without first notifying and receiving the prior permission of supervision.

The Union shall endeavor to conduct all necessary Union business during the non- working time of the greatest number of fire fighters required for such business, to the greatest extent possible. Said approval shall be granted by the Chief when said leave would not disrupt or interfere with the service of the department.
Section 5. Requests for union business leave shall be made at least two shifts before the beginning of the shift during which union business leave is responsible for organizing and scheduling the orientationrequested whenever possible. The University will work with the Union aggregate maximum amount of time which may be taken as fully paid leave to provide conduct union business under this contract shall not exceed three hundred sixty (360) hours per year, not counting leave for arbitration hearings, grievance hearings or negotiation meetings for a meeting a location new collective bargaining agreement. Any union business leave in excess of 15 shifts or 360 hours per year shall be charged as well vacation leave or taken as date and time, for the orientation upon request and subject to operational needsunpaid leave.

(C) The COUNTY agrees that the UNION Business Agent, on the employer's premises to discuss collective bargaining negotiationsor designated representative, the administration of collective bargaining agreements, other matters related shallwill have reasonable access to the duties premises of the exclusive COUNTY for the purpose of ascertaining whether this Agreement is being observed. The UNION Business Agent, or designated representative, shallwill first report their presence and intentions to the Department Director, or designated representative, and internal matters involving the governance shallwill conduct their activities in a manner that avoids loss of time or business disruption of operation.
(D) Employee members of the exclusive representative, without UNION bargaining team shallwill not suffer loss of in pay or leave time of employees or agents of the exclusive representative. Neither the Union nor any of its members may engage while participating in the solicitation of employees, any organizing activities, or other Union activity with employees of the University during the paid work time of those employees or in work areas without the prior permission of supervision. The representatives will be permitted to utilize any accrued vacation or compensatory time that they may have in lieu of taking time off without pay.
d) The University will permit Union officials holding certain positions (specifically, one President, one Vice President, one Treasurer, one Secretary, three Trustees, and one Sergeant at Arms) and three (3) additional Chief stewards to “cross-over” from at any one of the Union’s bargaining units with the University to serve with pay as the Union’s primary representative at a pre-disciplinary meeting involving an employee from another bargaining unit with the University that is represented by the Uniontime, provided that the meeting occurs during the official’s scheduled work hours and provided further than no more than two (2) such employees shallwill be from the same Section within a Division of the Department with four (4) or more positions in the bargaining unit, or more than one (1) from any Division of the Department with three (3) or fewer positions in the bargaining unit.
(E) The UNION shallwill have access to COUNTY duplication equipment, upon appropriate prior approval, at such times as it is available, at the applicable COUNTY rate. It is understood that COUNTY use shallwill take priority over UNION use of such official adheres equipment. Use shallwill be by UNION members on their own time.
(F) COUNTY employees have the right to join and participate in the obligations activities of the UNION for the purposes of representation and limitations set forth collective bargaining with the COUNTY on matters concerning employment relations as long as a loss of time or disruption of COUNTY business is not incurred.
(G) The COUNTY agrees that where, in paragraph the judgment of the COUNTY, its operations will not be seriously disrupted, it will allow one (c1) of UNION Executive Board member to attend UNION Executive Board Meetings. It shallwill be understood that this section. Union representatives shall provide as much notice as possible the names and functional responsibilities of each of the need Union’s designated Stewards. Changes to these assignments shall be away from work, and the granting of permission will be contingent upon the operational needs of the University. Union representatives will be allowed fifteen (15) minutes to travel to and adequate time to travel from meetings outside of their regularly assigned worksites.
c) Union representatives employed by the University may be allowed time off without pay to attend functions conducted or sponsored provided by the Union (such as Union meetings, rallies, and so forth) to the extent permitted by Authority, in writing, at least two (2) work days prior to the change becoming effective.
(3) Stewards shall be authorized to receive and investigate grievances. Such duties shall ordinarily be conducted during non-working time and may not interfere with the operations of the UniversityAuthority. Such activities may be conducted during work time, provided that the Union or such representatives submit as much advance notice as possible and the representatives request and obtain the necessary approval from supervision prior to being off work. The representatives will be permitted to utilize any accrued vacation or compensatory time that they may have in lieu of taking time off without pay.
d) The University will permit Union officials holding certain positions (specificallyexceptional cases, one President, one Vice President, one Treasurer, one Secretary, three Trustees, and one Sergeant at Arms) and three (3) additional Chief stewards to “cross-over” from one of the Union’s bargaining units with the University to serve with pay as the Union’s primary representative at a pre-disciplinary meeting involving an employee from another bargaining unit with the University that is represented by the Union, provided that the meeting occurs during the official’s scheduled work hours and provided further that such official adheres where agreeable to the obligations and limitations set forth in paragraph (c) of this section. A Chief Authority but neither the ▇▇▇▇▇▇▇ who is allowed nor the employee shall depart their normal job assignment without informing their immediate supervisor and disclosing the reason for such departure.
(4) The Union shall be permitted to “cross-over” must remain a post notices concerning official Union business on existing Authority bulletin boards. Such notices shall not contain political material. Notices shall bear the seal of the Union and shall be signed by an officer of the Union or the Chief Shop ▇▇▇▇▇▇▇ ▇. Copies of such notices shall be provided either to the LABR Director or designee, or the site manager, in advance of such postings.
(5) The Authority shall grant a leave of absence without pay to up to three (3) employees for the purpose of attending the Union convention. The Union must first give the Authority sixty (60) days advance notice of the selected Convention delegates. The Authority will not be entitled to deny the request for Convention leave except in extreme circumstances. In addition, the Authority agrees to grant a leave of absence, without pay, not to exceed five (5) days in any twelve (12) month period to Union appointed Stewards for the purpose of attending training activities relating to grievance processing or arbitration. Notice of a request for Union education leave must be provided at least six two (2) weeks prior to the requested effective date. The Authority may decline to grant the requested leave in cases where the employee’s absence will cause substantial interference with the Authority’s business provided that employees who are denied leave under these circumstances shall be entitled to Union education leave at the next educational opportunity.

eThe Authority agrees to grant a leave of absence, not to exceed three (3) The years, without pay, to any employee who is selected for a local or international Union position which involves full-time employment. Such employee’s seniority will be permitted conduct an up to one (1) hour orientation program during regular working hours at a time mutually agreed to by both frozen upon the University date of departure and shall be recaptured in accordance with the provisions set forth in Article VI Seniority, Section 4, effective the date of return, provided the employee notifies the Authority of any change in status, regarding departure from the employee’s Union for employees newly hired into the bargaining unit. Such orientation sessions will occur position, within the first two (2) weeks of employmentthe change. The notice shall contain a statement by the employee of his/her desire to return to work, and to convert to another category of leave or to resign from the Authority. All fringe benefits for such employees shall be paid for by the Union but such employees will take place on the employer’s premises unless an alternate time and location are otherwise be permitted to participate in Authority-sponsored benefit plans, or Union-sponsored benefit plans, as mutually agreed between the parties.
(7) The Authority agrees to establish “Local 2 leave” to be used by Local 2 shop stewards engaged in Local 2 business during work time. Shop stewards on Local 2 leave will be paid by the PartiesAuthority at the regular pay rate and Local 2 will promptly reimburse the Authority. Attendance at this orientation program shall be strictly voluntary and without the loss of pay. One University employee who is a representative of the Union There will be authorized to attend no change in current procedures regarding engaging in union business during working time. Local 2 leave will not count as hours worked for purposes of calculating overtime entitlement.
(8) The Authority will withhold political education fund contributions from the second paycheck each month provided that the employee voluntarily submits a withholding authorization and that at least five (5%) of Union-represented employees submit such orientation sessions of up to one (1) hour each without loss of pay. The Union is responsible for organizing and scheduling the orientation. The University will work with the Union to provide a meeting a location as well as date and time, for the orientation upon request and subject to operational needsauthorizations.
