Voluntary Leave Transfer Program. A. The Voluntary Leave Transfer Program (VLTP) allows eligible employees to donate annual leave or receive donated annual leave from other Federal employees in response to a medical emergency. B. A medical emergency is defined as a medical condition of an employee or a family member of an employee that may require an employee’s absence from duty for a prolonged period and result in a substantial loss of income to the employee because of the unavailability of paid leave. You must have exhausted all of your annual (AL) and sick leave (SL) prior to using any donated leave. C. The Agency will post the Voluntary Leave Transfer Program (VLTP) application and donating procedures for the VLTP on the Intranet. D. On a quarterly basis, the Agency will provide information to all employees on the VLTP and a link to the list of names of employees approved for the VLTP.
