Voluntary Programs. The Centre shall establish voluntary departure programs for all workforce adjustment situations involving five or more affected employees working at the same group and level and in the same work unit, where such programs will provide for the opportunity for reasonable job offers to be made to affected employees. Such programs shall: a) Be the subject of meaningful consultation through the joint union-management consultation committee; b) Voluntary programs shall not be used to exceed reduction targets.
