c. The Human Resources Office shall furnish the site administrator of the work site where a specific vacancy exists with the name(s) and present assignment(s) of employee(s) applying for the vacancy. That site administrator shall interview each employee requesting the transfer, and then shall make a recommendation to the Assistant Superintendent, Human Resources.
3. When, as reasonably determined by the District, the qualifications of candidates for a particular position are equal, present employees shall be given preference over non-employees and the present employees with the greatest seniority shall be given preference over the other present employees.
4. When a transfer request is denied, the District shall notify the employee whose transfer request was denied. The Assistant Superintendent, Human Resources, upon written request of the employee, shall meet with the employee and explain the specific reason(s) for the denial. A Unit Member may request a transfer to take effect either during the school year or at the beginning representative of the next school year. Voluntary Transfers. A. 12.1 A request for transfer request form will be sent to all certificated staff via district email prior to filling any certificated vacancies represented by the association for the ensuing school year, arising prior to four weeks before the first day of school. All vacant non teaching certificated positions in the Bargaining Unit shall represented by RTA will be posted for a minimum of 5 days on Edjoin.
12.1.1 A vacancy is defined as any vacated, promotional, or newly created position, including positions created by reconfiguration or restructuring, or new school sites, and any supplemental instructional programs offered by the District.

Information to be set forth on the form will include the teaching assignment and location in which the applicant is interested.
13.3.3 Applications for transfer may be submitted at any time during the schools' regular office hours.
13.3.4 A transfer application may be submitted in response to a particular opening that has been advertised in the District or simply for purposes of receiving consideration for vacancies as they occur. If the applicant indicates on his/her form that he/she wishes only to be considered for a particular opening, his/her application form will be destroyed once that opening is filled; otherwise, the form will be kept on file for reference by principals when vacancies occur in their schools.
13.3.5 The principal of the receiving school, in consultation with the department head, shall be posted responsible for five (5) workdaysreviewing the requests for transfers, conducting the interviews, and making recommendations to the superintendent.

That site administrator shall interview each employee requesting the transfer, and then shall make a recommendation to the Deputy Superintendent, Pupil and Personnel Services.
3. When, as reasonably determined by the District, the qualifications of candidates for a particular position are equal, present employees shall be given preference over non-employees and the present employees with the greatest seniority shall be given preference over the other present employees.
4. When a transfer request is denied, the District shall notify the employee whose transfer request was denied. The Deputy Superintendent, Pupil and Personnel Services, upon written request of the employee, shall meet with the employee and explain the specific reason(s) for the denial. Voluntary Transfers. A. All vacant The Assistant Superintendent for Human Resources or his/her designee shall cause a list of publicly known vacancies and any newly created positions in which will exist at the Bargaining Unit shall start of the following school year to be posted in all school buildings as soon as possible after the District becomes aware of these positions. Unit members who desire a change in grade and/or subject assignment within the school to which they are assigned shall file a written statement of such desire with the Building Principal by March 30th.
