The Water Availability Charges clause establishes the fees or charges that a party must pay to ensure access to a specified water supply, regardless of actual usage. Typically, this clause applies to situations where a utility or service provider guarantees that water will be available up to a certain volume or capacity, and the customer is charged for this availability even if they do not use the full amount.
