THIS DEVELOPMENT AGREEMENT (“Development Agreement” or “Agreement”) is made and entered into as of , 2025 (“Agreement Date”) by and between the CITY OF BREA, a municipal corporation organized and existing under the laws of the State of California (“City”), and Lennar Homes of California, LLC, a California limited liability company (“Developer”). City and Developer are referred to individually as “Party,” and collectively as the “Parties.”
