THIS DEVELOPMENT AGREEMENT, made and entered into this day of April, 2025 (the “Agreement”), by and between Park Reserve, LLC, a Wisconsin limited liability company, hereinafter referred to as "Developer," and the City of Lake Mills, a Wisconsin municipal corporation located in Jefferson County, hereinafter referred to as "City":

WHEREAS, the Developer is the owner of the real estate located within the City, more particularly described on Exhibit A attached hereto and such lands currently are designated by Tax Identification Number 246-0714-1813-000 (the “Property”). The Developer has provided to the City as the development plans for the Property attached hereto as Exhibit B for the construction of 56 residential apartment units and related amenities (the “Site Plan”). This Agreement shall govern the development of the Property.; and
