Description: This contract was awarded under Article 32 (2)(c) of Directive 2014/24/EU which states that the negotiated procedure without prior publication may be used for public works, supply and services contract in so far as strictly necessary where, for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, the time limits for the open or restricted procedures or competitive procedures with negotiation cannot be complied with. Hydraulic Modelling identified a group of houses along Emmet Road that are prone to fluvial (river) flooding under small return period storm events, i.e. they are at significant risk of fluvial flooding. A recent storm event brought about flood waters within 2 meters of the property thresholds. Dublin City Council plans to install a short section section of flood wall along a low point in the bank to provide improved flood protection in the area.
