This Memorandum of Agreement outlines a process for facilitating the identification, location, design, acquisition, ownership, and long-term management of wetland mitigation/compensation sites for transportation projects along the National Highway System1 and other major corridors in Vermont. The process makes wetland permitting more orderly, and thus more predictable. It standardizes, to the extent possible, the steps needed to obtain a state Conditional Use Determination (CUD) under the Vermont Wetland Rules, and what is needed to show that mitigation/compensation is appropriate under Sec. 8.5 of the Rules.
