Per Arizona Revised Statute 15-913.01, The Apache County Sheriff’s Office Adult Detention and the Apache County Superintendent of Schools Office have an intergovernmental agency agreement to provide special education services for incarcerated youth, aged 18 to 22 years. Since the inmate population is highly mobile, it is necessary to accelerate the process of special education screening and placement in order to provide appropriate education services without delay. Just as in the regular public school system, a current full evaluation determines the basis for a student’s special education eligibility. The jail provides qualified personnel to conduct student evaluations to determine a student’s present levels of academic achievement and functional performance. If the student is eligible to receive special education services, then a Transition Driven Individual Education Plan or IEP is developed specific to that student’s academic, postsecondary, and transition needs.
