THIS FOURTH AMENDMENT (“Fourth Amendment”) is entered into by and between Fort Bend County, (“County”), a body corporate and politic under the laws of the State of Texas; and South Central Planning and Development Commission, (“SCPDC”), a regional planning commission and political subdivision of the State of Louisiana, domiciled in Terrebonne Parish, by and through its authorized agent, the Capital Area Council of Governments, (“CAPCOG”), (collectively referred to as the “parties”).
