The leaders and representatives of the Member Entities to this Agreement, in order to provide efficient public-safety dispatch capabilities and facilities for the Fargo-Moorhead-West Fargo Metropolitan Area which includes rural communities and area within Cass County, North Dakota and Clay County, Minnesota and to promote accountable governance, provide for the Dispatch Center ownership, operation and maintenance of a regional public safety dispatch center and to encourage Member Entities’ participation, do hereby adopt this Agreement and establish the following procedures and governing structure.
