WHEREAS, on or about February 18, 2008, Circle C Landscape Services (“landscape services contract”), and the Board of County Commissioners of Sumter County, Florida, a subdivision of the State of Florida (the “Board”), entered into an Agreement (the “Agreement”), in which the contractor agreed to provide landscape services to the Villages Government Annex for the benefit of Sumter County, and;
