It is the first PPA that consolidates the 13 EPA funded DEM programs into a single performance partnership agreement, integrates the major Department FY 2000 work plan elements, includes work plans for both DEM and EPA, and covers a two year period. More importantly, the agreement includes specific environmental indicators and performance measures to establish accountability and to help gauge progress in achieving goals. This grant replaces media-specific grant commitments (air, water, waste, pesticides, etc.) with a flexible multimedia grant that judge's success on environmental benefits as well as on program activities.

This agreement covers a four-year period for federal fiscal years 2016, 2017, 2018 and 2019. Beginning in fiscal year 2016, the term of the Performance Partnership Grant (PPG) and the PPA have been synced and are both on the same four-year cycle. In addition, the EPA/Vermont Priorities and Commitment List (P&C List), has been changed from renegotiating annually to renegotiating every two years with the opportunity to reopen during the second year for any necessary adjustments. The most recent P&C List for federal fiscal years (FFY) 2016 and 2017, which includes FFY 2017 Reopeners, is included in Appendix A.
