Section 113 of the Local Government Act 1972 permits a local authority to enter into an agreement to place their staff at the disposal of another local authority, for the purposes of their functions. 2. This report seeks agreement from Cabinet Members, for Waveney District Council (WDC) to enter into s113 agreements with the newly created Lowestoft Town Council (LTC), and Oulton Broad Parish Council (OBPC), so that certain members of Waveney District Council staff may be placed at the disposal of LTC and OBPC to facilitate the transfer of functions, services and assets to the new councils. 3. This support is required to affect the changes already agreed by members, following the decision to create the new councils and transfer assets and services to them made at Full Council on 16th November 2016, and implemented by the making of a Reorganisation Order on 25th January 2017.

The Anglia Revenues Partnership (ARP) is a partnership of seven district / borough councils working together to provide Revenue and Benefit shared services. The partnership is between: Breckland District Council East Cambridgeshire District Council Forest Heath District Council Fenland District Council St Edmundsbury Borough Council Suffolk Coastal District Council Waveney District Council2. In March 2015, the ARP 2015 Joint Committee decided that ARP would be closed to any new full partners or members of the Joint Committee for the time being.3. The Joint Committee has subsequently agreed that, where it benefits the seven ARP partners, ARP will work in partnership and/or provide services to other Councils with regard to specific elements of their services but not their whole service. 4. ARP has been approached by Norwich City Council to discuss the potential for ARP to provide strategic and operational management support for the service. 5. Section 113 allo
