By mutual agreement, that certain Regulatory Agreement Number 80-RHC-007, by and between Capitol Area Development Authority, a joint powers agency operating under the laws of the State of California (the “Borrower”), and the California Department of Housing and Community Development, a public agency of the State of California (the "Department"), dated April 8, 1982, and evidenced by that certain Regulatory Agreement recorded May 14, 1982, in Book 820514, Page 1411, in the Official Records of Sacramento County, California, said Regulatory Agreement is hereby terminated and released as an encumbrance by the Department.
