Properly restrained definition

Properly restrained means any of the following:
Properly restrained means (1) controlled by a competent person by means of a chain, leash or other like device not to exceed six feet (6’) in length; (2) secured within or upon a vehicle being driven or parked; or
Properly restrained means restrained or secured according to the instructions of both the motor vehicle manufacturer and the child passenger restraint system manufacturer.

Properly restrained means that:
Properly restrained means a dog must be on a leash strap, chain, or cord that is no more than eight (8) feet in length and of appropriate strength to control the dog and used by a person of sufficient capability to restrain, control, and guide the dog.
