The Unbundled Voice Loop clause defines the terms under which a telecommunications provider must offer access to the physical copper loop connecting a customer's premises to the local exchange, specifically for voice services, on an unbundled basis. This means that competitors can lease just the voice portion of the local loop infrastructure without having to purchase additional services or network elements. In practice, this allows alternative service providers to deliver traditional telephone services directly to end-users using the incumbent's existing wiring. The core function of this clause is to promote competition in the telecommunications market by ensuring that new entrants can access essential network facilities without unnecessary bundling or restrictions.
Unbundled Voice Loop. SL2 (UVL-SL2) loops may be 2-wire or 4-wire circuits, shall have remote access test points, and will be designed with a DLR provided to NuVox. SL2 circuits can be provisioned with loop start, ground start or reverse battery signaling. OC is provided as a standard feature on SL2 loops. The OC feature will allow NuVox to coordinate the installation of the loop with the disconnect of an existing customer‟s service and/or number portability service. In these cases, AT&T will perform the order conversion with standard order coordination at AT&T‟s discretion during normal work hours.

OC will be offered as a chargeable option on SL1 Loops when reuse of existing facilities has been requested by Southern Telecom. Southern Telecom may also order OC-TS when a specified conversion time is requested. OC-TS is a chargeable option for any coordinated order and is billed in addition to the OC charge. An Engineering Information (EI) document can be ordered as a chargeable option. The EI document provides Loop Make-Up information which is similar to the information normally provided in a Design Layout Record (DLR). Upon issuance of a non- coordinated order in the service order system, SL1 Loops will be activated on the due date in the same manner and time frames that BellSouth normally activates POTS-type Loops for its End Users.

2.2.3.1 For an additional charge BellSouth will make available Loop Testing so that FPB may request further testing on new UVL-SL1 Loops. Rates for Loop Testing are as set forth in Exhibit B of this Attachment.

For SL1 orders that include the OC option, AT&T will use best efforts Page 8827 of 331382 AT&T Alabama, AT&T Louisiana/NuVox to notify NuVox within thirty (30) minutes of the completion of the physical wire work.
2.9.2.1.1 For an additional charge AT&T will make available additional loop testing so that NuVox may request further testing on new UVL-SL1 Loops. Rates for additional loop testing are as set forth in the Pricing Schedule.
