AUTHORITY TO APPROVE AND SIGN CONTRACTS. 3.1.1 Irrespective of value any proposal to create or enter into a contract that is novel, contentious or repercussive is to be agreed with the PCC before embarking on a procurement process. In all such contracts or agreements, officers are required to seek to minimise any risk to or liability of Surrey and / or Sussex Police to a proportionate level. Where there is likely to be any significant risk or liability assumed by Surrey and / or Sussex Police no Agreement or Contract shall be entered into without the prior agreement of the relevant Chief Executive of the PCC, taking advice from Insurance and Risk Management. 3.1.2 No Contract may be signed unless approval to award the contract has first been given in writing by an individual at the appropriate level at 3.1.3.
